Fishing Vessel License
It is an official document issued by the General Authority for Fisheries, through which traditional fishing vessels—specifically of the types Abari and Jalbah—are legally authorized to engage in marine fishing activities within the territorial waters, in accordance with the laws and regulations governing the profession. This license serves as a legal reference confirming the legitimacy of the vessel’s fishing operations, and it aims to regulate the fishing sector, ensure the sustainability of marine resources, and protect them from unregulated exploitation.
Service application requirements
- Completion of the official application form provided by the Authority
- Submission of all required documents
Licenses shall be issued in accordance with the following conditions:
- The vessel must be fully owned by a Yemeni fisherman, a Yemeni fishing association, or a public institution affiliated with the Ministry and specialized in traditional fishing activities
- The vessel must be numbered and registered with the Coast Guard
- The vessel must be seaworthy for fishing operations and equipped with the safety and security measures specified by the Ministry
Required documents and attachments
- A copy of the vessel ownership certificate
- A copy of a valid Coast Guard license.
- A copy of the personal identification card or passport
- Two recent personal photographs
- Proof of payment of the prescribed fees
License fees
- Traditional Fishing Vessels (Abari, Jalbah): 7,500 + 4,500 = 12,000 RY
- Traditional Fishing Vessel (Houri): 10,000 RY
Renewal fees
- Traditional Fishing Vessels (Abari, Jalbah): 7,500 + 4,500 = 12,000 RY
- Traditional Fishing Vessel (Houri): 7,500 RY
Technical specifications
Traditional fishing vessels must meet the following technical specifications:
- The vessel's length must not exceed 20 meters, with the exception of wooden or fiberglass vessels that were licensed prior to the issuance of this regulation; such exceptions shall be specified by a decision from the Minister
- The internal engine power must not exceed 180 horsepower, or 150 horsepower in the case of one or two external engines
- The use of horizontal trawl winches is strictly prohibited
- The vessel must not be equipped with freezers; ice- cooled storage compartments are sufficient
- The use of hydraulic purse seine net deployment systems is not permitted
Other information
- All decisions, regulations, and guidelines issued by the Ministry or the Authority must be strictly observed and followed
- The vessel must be equipped with appropriate safety equipment
- The authorized number of crew members on board must be adhered to
- Departure from the port is not permitted without obtaining a departure clearance from the responsible authority at the landing center
- Any other requirements or directives deemed necessary by the Ministry or the Authority must also be complied with
